- Explanation: Special Mint Set: During those years no Mint Sets or Proof Sets were made available for collectors. Mint marks were also dropped from coins produced for circulation. These measures were supposedly taken because coin collectors were being blamed for hoarding of coins. However, the gubmint relented and made the Special Mint Sets available as a compromise. These coins were of better quality than those normally found in Mint Sets but fell short of the quality of Proofs
